、WCO是什麼？

在國際物流和貨運代理行業，WCO指的是World Customs organization
，即“世界海關組織”。WCO的前身是1952年成立的海關合作理事會（Customs Co-operation Council
，簡稱CCC）。哈哈，這裏的CCC跟進出口“3C認證”的CCC不是一回事哈。

1994年，海關合作理事會年會通過了一項有關為該組織命名一個工作名稱的議案——從此，該組織獲得了一個工作名稱，即“世界海關組織（WCO）”。

國際海關組織官網（http://www.wcoomd.org/）對WCO是這樣說的：

The World Customs organization (WCO), established in 1952 as the Customs Co-operation Council (CCC) is an independent intergovernmental body whose mission is to enhance the effectiveness and efficiency of Customs administrations.

Today, the WCO represents 181 Customs administrations across the globe that collectively process approximately 98% of world trade. As the global centre of Customs expertise, the WCO is the only international organization with competence in Customs matters and can rightly call itself the voice of the international Customs community.

The World Customs organization (WCO) is an intergovernmental organization headquartered in Brussels, Belgium. The WCO is noted for its work in areas covering the development of international conventions, instruments, and tools on topics such as commodity classification, valuation, rules of origin, collection of customs revenue, supply chain security, international trade facilitation, customs enforcement activities, combating counterfeiting in support of Intellectual Property Rights (IPR), drugs enforcement, illegal weapons trading, integrity promotion, and delivering sustainable capacity building to assist with customs reforms and modernization. The WCO maintains the international Harmonized System (HS) goods nomenclature, and administers the technical aspects of the World Trade organization (WTO) Agreements on Customs Valuation and Rules of origin.

、WCO和WTO是啥關係

？

看到這裏，你是否想到了跟WCO長得差不多的WTO？WTO就是大名鼎鼎的The World Trade organization世界貿易組織啦。中國加入WTO曾經是一件大事兒。所以很多人都聽說過WTO。WCO雖然與WTO隻有一字之差，但是一直“默默無聞”。

其實
，WCO和WTO有密切關係哦。國際貿易當中，無論進口
，還是出口，都涉及到海關
，都繞不過海關。海關的政策、規則，尤其是關稅、海關知識產權保護以及海關貿易管製等重要方麵，都是中國加入WTO談判很重要的組成部分。

世界海關組織（WCO）是(shi)一(yi)個(ge)獨(du)立(li)的(de)政(zheng)府(fu)間(jian)多(duo)邊(bian)國(guo)際(ji)組(zu)織(zhi)。其(qi)主(zhu)要(yao)任(ren)務(wu)是(shi)研(yan)究(jiu)和(he)協(xie)調(tiao)世(shi)界(jie)海(hai)關(guan)事(shi)務(wu)，提(ti)高(gao)海(hai)關(guan)效(xiao)率(lv)。其(qi)使(shi)命(ming)是(shi)加(jia)強(qiang)各(ge)成(cheng)員(yuan)海(hai)關(guan)工(gong)作(zuo)效(xiao)益(yi)和(he)提(ti)高(gao)海(hai)關(guan)工(gong)作(zuo)效(xiao)率(lv)，促(cu)進(jin)各(ge)成(cheng)員(yuan)在(zai)海(hai)關(guan)執(zhi)法(fa)領(ling)域(yu)的(de)合(he)作(zuo)。

三、WCO和WCA


、IMO有何不同？

WCA是World Cargo Alliance——世界貨運聯盟；

WCO是World Customs organization——是世界海關組織；

IMO是International Mathematical Olympiad——國際海事組織；

差別大著呢，看清楚啦。

另外，IMO和ICAO都是聯合國下屬的專門機構
，而WCA和WCO都不是聯合國下屬的專門機構。

還有，WCA不是政府間組織，其成員是貨代公司freight forwarders；而IMO、ICAO
、WCO都是政府間組織。
